“Heat island” is the term given to a phenomenon in which temperatures in urban areas reach abnormally high levels, due to a variety of different factors. These include a reduction in the amount of rainwater permeating the ground (a factor itself caused by a reduction in green spaces as they become paved over with concrete and asphalt); lower levels of optical reflectivity; an increase in heat absorption; air pollution; air conditioning; and artificial exhaust heat from vehicles and so forth. As a result of its urban status, Tokyo is considered to be one of the world’s major heat islands. Greening is one of the various effective countermeasures which have been attracting attention, and in 2001, the Tokyo Metropolitan Government enacted an ordinance that requires the greening of rooftops, under certain conditions. Since then, there has been a movement among local governments to enact similar ordinances, and with virtually all of these local authorities offering subsidies, the greening business has been attracting a great deal of attention in recent years.
